I have heard of her, and found your research very interesting! She has a mention in a well researched book that is FULL of information you will love....maybe you are already familiar - The Golden Age of American Gardens, 1890-1940 by Mac Griswold and Eleanor Weller

This is fascinating to me as I am OBSESSED with Grey Gardens. (Unlike you, Carol, I think of Little Edie is not a tragic figure, but a heroine!) I've watched both the original GG documentary a number of times along with the sequel plus the many other GG versions that exist and also read many articles/critiques about GG - as I say, I'm obsessed! Not one of these other sources has mentioned that there were previous owners of the estate nor that there was a female garden designer involved -- something I suspected, but am glad to have finally answered.

Have you talked to the Garden Club of America? I would expect that they had more about Anna G Hill in their collections and records.

Kathy, I haven't talked to anyone about Anna, but I have a book someone wrote about their history and it has just one reference to her and that was about the Woman's Land Army. If you check out that Grey Gardens website... that's where I found out that she and her husband owned Grey Gardens originally and sold it to the Beale family.
